Documents and certificates in Alicante
Getting legal status in Alicante: which documents and statuses Russian speakers need and where to begin.
Where legalisation in Alicante begins
Relocating to Alicante does not start with finding an apartment or opening a bank account — it starts with understanding which legal status you are aiming for and what the path to it looks like. The city has welcomed several thousand Russian-speaking expats over the past three years, and the local bureaucracy has learned to work with them — but it does not forgive mistakes at the outset. Documents in Alicante pass through several mandatory checkpoints, and none of them can be skipped.

NIE and padrón: the foundation of everything
NIE (Número de Identificación de Extranjero) — the foreign national identification number — is required for any legally significant action in Spain: opening a bank account, buying property, signing a rental agreement, registering a car, obtaining a health insurance policy. Without a NIE, you are invisible to the Spanish system.
There are two ways to get a NIE in Alicante:
- Via Oficina de Extranjería (Músico Andrés Torregrosa St., 20) — appointment through the Sede Electrónica website or through a representative.
- Via Comisaría de Policía — the standard route for third-country nationals (non-EU).
Appointment wait times: 2–6 weeks. Third-party agencies offer expedited processing for €150–300 through gestió (representation) — this is legal and often worthwhile.
Padrón (empadronamiento) — address registration with the municipality of Alicante. Without it you can’t get a Spanish medical card, enroll children in school, or apply for a residence permit without the right to work. You’ll need a rental agreement or a letter from the property owner. Processed at the Ayuntamiento de Alicante (Pl. del Ayuntamiento, 1), taking 1–3 days. Passport and proof of housing — that’s all you need.
Main residence permit statuses in Alicante: options and figures
Here are the main pathways chosen by Russian-speaking residents in Alicante for 2025–2026:
| Status | Who it suits | Financial threshold | Processing time | Main detail |
|---|---|---|---|---|
| Non-Lucrative Visa (residence permit without right to work) | Retirees, those with rental income or passive income | from €2,400/month (primary applicant) | 2–4 months | No employment or freelance work permitted; renewal every 2 years |
| Digital Nomad Visa | Remote employees, freelancers | from 2,849 €/month (200% SMI, 2026 threshold; rises with the minimum wage) | 1–3 months | Income must come from non-Spanish residents; the Beckham tax regime is available |
| — | — | — | PROGRAMME ABOLISHED. Law LO 1/2025 terminated the Golden Visa for property purchases of €500,000 or more: the final day for applications was 3 April 2025. No new applications are accepted; previously issued residence permits remain valid | |
| Family reunification | Relatives of residents | depends on sponsor’s income | 3–6 months | Sponsor must hold a valid residence permit for at least 1 year |
| EU long-term residence | After 5 years of residency | — | 3–4 months | Grants the right to work and move within the EU |
Note on the Golden Visa: the program has been permanently abolished by Law LO 1/2025. The final deadline for applications was 3 April 2025. Previously issued residence permits remain valid and can be renewed, but for those who were planning a purchase solely to obtain a residence permit, this route is now completely closed.

Documents from Russia and their legalization
Any Russian document intended for use in Spain must go through an apostille (issued in Russia via the Ministry of Justice or a notary chamber) and a certified translation into Spanish (jurado — a sworn translator). This applies to birth certificates, marriage certificates, diplomas, and criminal record clearances.
Documents in Alicante for Russian speakers often get held up right here. A few insider details:
- A criminal record certificate from Russia is valid for 3 months from the date of issue. Plan your document submission accordingly.
- An apostille on Russian documents in 2024–2026 can be obtained without issue — but if the document was issued in a region and you are already abroad, you will need to grant a power of attorney to a representative in Russia.
- Spain accepts notarized translations only from sworn translators (traductor jurado) accredited by the Spanish Ministry of Foreign Affairs. A translation from a regular agency will not be accepted.
- Translations and apostilles for a Russian passport are sometimes required for family reunification — even when the document is clear from context. It is best to arrange these straight away.
The cost of a sworn translation of one document is €40–100, depending on length and urgency. Alicante has several accredited translators working with Russian.
Degree recognition in Spain: homologación or equivalencia
In Alicante, diploma recognition is most commonly pursued by those who moved for property and later decided to enter the local job market.
One thing upfront: the word ’nostrification’ does not appear in Spanish regulations. There are two distinct procedures, and the choice affects both the timeline and the outcome:
- Homologación — applies only to regulated professions (doctor, nurse, lawyer, architect, engineer, teacher). It grants the right to practise your profession in Spain. The process is lengthy and often involves additional exams and supervised practice.
- Declaración de equivalencia — for everyone else. It equates your degree to a Spanish level and field of study. For employers outside regulated professions and for most everyday purposes, this is sufficient.
How it works now:
- the procedure is governed by Real Decreto 889/2022; applications are submitted entirely online via the Sede Electrónica of the Ministerio de Ciencia, Innovación y Universidades;
- fee — tasa 790, código 107, €166.50;
- the statutory timeframe is 6 months. In practice it takes considerably longer, especially for medical specialisations — allow a year or more;
- diplomas and transcripts from Russia, Belarus, and Ukraine are accepted only with an apostille and a certified translation (traductor jurado).
What people worry about unnecessarily: for the Digital Nomad Visa and most residence permit categories, degree recognition is not required — a diploma is either not needed at all, or the document with an apostille is sufficient. Homologación is needed for work in a regulated profession or for enrollment in a degree programme, not for legalization.
Residence permit refusal: what to do and within what timeframe
In Alicante, no lucrativa applications are frequently rejected due to insufficient confirmed passive income or health insurance that does not cover the full required list.
Key point — deadlines are strict and run from the date of notification, not from the day you found out about the refusal. There are three options:
- Recurso de reposición — 1 month, submitted to the same authority that refused (Oficina de Extranjería de Alicante). It is optional (potestativo): filing it is your right, not a prerequisite for court. A response must be given within one month; silence is deemed a refusal.
- Recurso contencioso-administrativo — 2 months, taken directly to court (Juzgados de lo Contencioso-Administrativo de Alicante). This can be filed immediately, without first filing a reposición.
- Reapplying. If a refusal is purely formal — a missing document, an expired one, or a non-sworn translation — reapplying is often faster and cheaper than any appeal.
**The mistake that can sink your case: someone files a reposición, waits six months for a response, and misses the two-month window to go to court. A reposición does not extend the court deadline indefinitely — once the one-month response period expires, the countdown for contencioso begins.
If your income falls below the threshold, an appeal in court may be covered by justicia gratuita — that is a court matter, not a residence permit application. Thresholds and conditions are covered in the lawyers in Alicante section.
Common mistakes
-
Getting your NIE and forgetting about the padrón. NIE and padrón are separate documents with different functions. A NIE without a padrón won’t get you a health card or let you enrol children in school.
-
Counting on the Golden Visa. The programme is not ’suspended’ — it was abolished on 3 April 2025. People still approach agents with this request and lose time instead of exploring a viable alternative.
-
Having documents translated at a standard translation agency. Spain only accepts translations by a sworn translator. A regular translation is wasted money and lost time.
-
Ignoring the validity period of the criminal record certificate. Three months go by fast, especially when an appointment at the Oficina de Extranjería is 4–6 weeks out.
-
Applying for a Non-Lucrative Visa while planning to work. This visa prohibits any paid activity — including remote work for a foreign employer. The tax authority can flag this. The right option for freelancers is the Digital Nomad Visa.
-
Ignoring the Valencian municipality when submitting documents. Alicante is part of the Comunitat Valenciana — some forms and instructions are available in Valencian. Don’t be surprised if sections of the municipal website are not in Castilian Spanish.
Who should choose what
If you have passive income or a pension, the Non-Lucrative Visa is the most straightforward route. If you work remotely, the Digital Nomad Visa lets you work legally and take advantage of the Beckham Tax Regime (a flat 24% instead of progressive rates). If you are joining a family member who is already a resident, family reunification is the more logical and faster path. Regardless of your situation, getting a visa in Alicante always starts with the NIE and the padrón — no status skips these two steps.
