Getting legal status in Shenzhen: which documents and statuses Russian speakers need and where to begin.
Legalisation in Shenzhen: where to start
Shenzhen is not a tourist city, and its administrative infrastructure is oriented toward business. Most Russian speakers arrive as traders, buyers, or IT professionals, and the question of legal status arises within the first few weeks. A 90-day visa solves the short-term problem, but a longer stay requires a deliberate choice: a work visa with a work permit, business status, or a residence permit through an employer. Getting it wrong from the start is costly — in fines, deportation, or an entry ban. Below is a structured breakdown of how things actually work.

Types of visas and statuses for long-term stays
Z Visa (work) — the primary route for those employed by a Chinese or foreign employer. Applied for before entry at the Chinese consulate in your country of registration: you will need an employment contract, a foreign expert work permit from the Chinese side, and proof of qualifications. After entry, you have 30 days to convert it into a 居留许可 (Residence Permit) through Shenzhen’s Exit-Entry Administration Bureau (EAB). The work permit is processed in parallel through MOFCOM or the provincial HR department.
M Visa (business/trade) — a real working tool for buyers and intermediaries operating out of Huaqiangbei. Issued for 1–5 years, single or multiple entry, but each stay allows only 30–60 days, and those limits are strictly monitored. Extension inside China goes through the EAB, but you won’t get one without a genuine business invitation from a Chinese legal entity.
**The F visa (exchange/internship) is formally for non-commercial purposes; in practice it is sometimes used by consultants and freelancers, but it represents a grey area — it should not be considered a long-term solution in 2025–2026 given increasingly strict enforcement.
A residence permit (居留许可) is not a separate category but a status derived from your visa. It is granted on the basis of a Z visa, and in some cases a J (journalist) or R (talent) visa. The validity period is generally 1 year with the option to renew.
Residence permit application process in Shenzhen
The key authority is the Exit-Entry Administration Bureau (EAB), with its main office in the Longhua district and branch offices across other districts. Appointments are made via a WeChat service or the official portal.
Standard document package for transitioning from a Z visa to a residence permit:
- International passport + notarised copy
- Form (filled in on-site or online)
- Medical certificate (physical examination at an authorized clinic — several accredited facilities in Shenzhen; the procedure takes 1–2 days and costs approximately 400–600 CNY)
- Photo of the required format
- Employment contract / work permit from the employer
- Proof of residence (lease agreement + registration at the address with the local police station — required within 24 hours of arrival or change of address)
Legalizing documents from Russia requires an apostille and a notarized translation into Chinese. Educational diplomas, criminal record clearances, marriage certificates — all go through this chain. Translations are accepted only from agencies licensed by the PRC (the list can be confirmed through the EAB or specialized agents in Shenzhen).
Processing time: 5–15 working days. Government fee — approximately 400 CNY.

Comparing the main statuses for Russian speakers in Shenzhen
| Status | Who it suits | Duration per period | Processing cost | Main detail |
|---|---|---|---|---|
| M visa (business) | Buyers, traders | 30–60 days/entry | From 100 USD for visa | A genuine business invitation from a Chinese legal entity is required |
| Z Visa + Residence Permit | Employed workers | 1 year, renewable | 400–600 CNY (medical) + 400 CNY (fee) | Tied to employer; must be reissued upon job change |
| F visa | Consultants, interns | 30–90 days | Same as M | Grey area, risks in 2025–2026 |
| Talent residence permit (R) | IT professionals, researchers, senior executives | Up to 5 years | Individual assessment | High qualification threshold, subject to quotas |

Address registration and police registration
This point is critically underestimated. Foreign nationals are required to register at the local police station within 24 hours of checking in. Hotels handle this automatically. When renting an apartment, the responsibility falls on you and the landlord. An unregistered foreigner faces an administrative fine of 500 to 2,000 CNY and risks complications when applying for a residence permit. Some landlords in Shenzhen refuse to register foreign tenants — clarify this before signing the lease.
Common mistakes
-
Entering on a tourist L visa and attempting to work — an L visa does not permit employment, and it cannot be converted into a work permit from within the country. You must leave and obtain a Z visa at a consulate.
-
Missing the 30-day window after entering on a Z visa — the deadline for converting to a residence permit is firm. Missing it means a fine of up to 10,000 CNY and cancellation of your status.
-
Failing to update your registered address when you move — many assume their registration remains valid for the entire duration of their residence permit. It doesn’t: every change of address requires a visit to the local registry office within 24 hours.
-
An apostille without a current translation — an apostilled Russian document without a notarised translation into Chinese is not accepted by the EAB. The translation must be recent and from an accredited agency.
-
Relying on visa runs as a core strategy — trips to Hong Kong or Macau worked in the 2010s, but since 2022 patterns of repeated short entries have been systematically tracked, and border refusals have become more frequent.
-
Changing employers without updating your residence permit — a Z-visa residence permit is tied to a specific employer. Moving to another employer without updating the permit is a violation of your stay conditions.
Practical takeaway
For a salaried specialist in IT or manufacturing, a Z visa followed by a residence permit remains the only fully legal and comfortable solution: annual status, freedom of movement, option to renew. For a trader or buyer without a registered legal entity in China — an M visa with regular invitation renewals from partners. Documents from Russia are best apostilled and translated before entry: in Shenzhen this is more expensive and slower than at home. The entire legalization process in Shenzhen can realistically be handled independently, but an agent with current connections at the EAB saves an average of 2–3 weeks and reduces the risk of rejection on technical grounds.
