Schools and children in Vancouver

Children and schools in Vancouver: what options are available to Russian-speaking families, how much it costs and how to apply.

Children’s education in Vancouver: the system, costs, and real options

Education is one of the first practical challenges when relocating with children. Vancouver’s system works differently from most post-Soviet countries: school zone logic is different, the culture of communicating with teachers is different, and the criteria for a ’good school’ are different. Understanding this in advance means avoiding rushed decisions in the first weeks after arrival.

Vancouver public schools: how it works

The Canadian school system is built on the school catchment area principle — every address is assigned to a specific school. This means that the choice of neighborhood directly determines which schools are available. Before searching for housing, it is worth checking the catchment on the relevant School District website — for Vancouver this is VSB (Vancouver School Board), for Burnaby — Burnaby School District 41, for Richmond — Richmond School District 38.

**State schools are free not only for citizens and permanent residents. Under BC Ministry of Education rules, a district must not charge tuition if the parent holds a work permit of at least one year, works at least 20 hours per week, and lives in BC with the child. The paid route — around CAD 15,000+ per year — applies to international students: children who have come to study independently. If a district bills a family with a qualifying work permit, cite s. 82 of the School Act and the funding regulations — that is sufficient grounds to refuse payment.

Foreign children undergo language testing and, where needed, receive support through the ELL (English Language Learners) program. For children who have recently relocated from Russia or Ukraine, this is the standard path: during the first months, some classes include language support while the child is simultaneously integrated into the regular class.

Insider tip: Fraser Institute school rankings are a popular but unreliable guide. A high-ranking school often simply sits in a wealthy neighbourhood rather than objectively teaching better. The real difference between conscientious public schools in Vancouver is small. Experienced expats recommend looking at programme offerings (IB, French Immersion), the proportion of ELL students, and the level of parent council engagement.

Russian school in Vancouver and Saturday schools

For families who want to preserve the Russian language and cultural ties, the Greater Vancouver area offers several formats.

«Lomonosov» — one of the best-known Russian-language private schools in the region, serving children aged 5 to 16. Tuition ranges from CAD 200–400 per month depending on the programme and the child’s age. Classes are in-person, with a focus on Russian language, literature and mathematics following the Russian curriculum.

There are also Saturday Russian schools — a less formal format, generally cheaper and without the academic pressure of weekday schooling. Their primary purpose is social: children get to communicate with peers in Russian and maintain their reading and writing skills.

French Immersion schools — a separate option for families thinking about long-term mobility within Canada. Such programmes exist in public schools and are free of charge. Enrolment happens in advance and is often competitive.

Kindergartens in Vancouver: fees, subsidies, and reality

This is arguably the most painful expense for families with young children. Childcare in Vancouver runs CAD 1,200–2,000 per month for full-day care, depending on the neighbourhood and type of facility. Waitlists at popular daycares can stretch from 6 months to 2 years.

The British Columbia government has launched the $10-a-Day ChildCare Plan — an ambitious initiative to reduce the cost of childcare for parents to a symbolic $10 a day. In practice, in 2025–2026 it does not cover all facilities: some daycares participate in the programme, others do not. It is important to check the status of a specific facility before enrolling.

There are also CCFRI (ChildCare Fee Reduction Initiative) subsidies and support for lower-income families, which can be arranged through ChildCareBC. Expats with PR status have access to subsidies on equal terms with citizens.

Insider insight: many families in the Russian-speaking community arrange home daycare — private care with a fellow-expat nanny. It is cheaper than formal daycare, the child maintains their Russian, but the arrangement is legally less protected. Nannies are often found through Telegram chats and Facebook groups for Russian-speaking Vancouver.

Common mistakes

  1. Enrolling your child in school after you have moved. The catchment school may already be full if you apply in September. Schools accept applications in spring — you need to apply before you arrive or immediately upon landing.

  2. Counting on $10-a-Day without checking a specific daycare. The programme is real, but does not cover all facilities. Some families only discover this after they have already secured a spot.

  3. Ignoring daycare waiting lists. You need to join the queue before the child is born or immediately upon arrival — not once the child ’is a bit older’.

  4. Confusing Work Permit and PR when calculating school fees. The difference can be CAD 1,000/year — and this is not always obvious from public sources.

  5. Not using ELL support, thinking it’s the ’weak’ option. ELL is a standard adaptation mechanism; most children exit the program within 1–2 years with a strong command of the language.

  6. Choosing a school based solely on the Fraser Institute ranking. The ranking reflects the socioeconomic profile of the neighborhood, not the quality of teaching itself.

What to choose

For a family with school-age children, the standard approach in Vancouver looks like this: a state school in your catchment area plus a Saturday Russian school for language and community. This is a sensible balance between integration and preserving cultural identity.

If the budget allows and the priority is academic instruction in Russian, private schools such as Lomonosov offer a structure close to the post-Soviet model. For children under 5 — get on daycare waiting lists immediately, look into which specific facilities participate in subsidies, and don’t overlook home daycare as an interim option.

School in Vancouver starts with the neighbourhood

The neighbourhood where you rent will determine your school: in some areas a place at a state school is assigned directly tied to the registered address; in some cases it all comes down to the morning commute. We’ll find housing with an eye on to the school and will prepare your child’s documents from Russia, Belarus, or Ukraine — with apostille and sworn translation. Both take weeks, and application windows are short.
