Documents and certificates in Shanghai

Getting legal status in Shanghai: which documents and statuses Russian speakers need and where to begin.

Documents and residence permits in Shanghai: what to know before relocating

Legal status in China is not a formality — it is the foundation of your life in the country. An expired visa or improperly registered residence card in Shanghai can result in fines, forced departure, and a multi-year entry ban. The immigration control system here operates strictly and consistently: authorities track address registration, employer changes, and document status in real time. Understanding this system before you move is not optional.

Types of visas and grounds for entry

For most Russian speakers relocating to Shanghai on a permanent basis, three categories are relevant:

  • Z Visa (work) — the standard route for employed workers. Issued only with an invitation from a Chinese employer holding a license to hire foreign nationals. After entry, you have 30 days to obtain a residence permit.
  • M Visa (commercial/business) — for entrepreneurs, negotiations, and short-term business trips. A multiple-entry M visa allows a visa-run lifestyle, but does not grant the right to full-time residence or employment.
  • X Visa (student) — for students and interns. X1 (study exceeding 180 days) can be converted into a residence permit; X2 cannot.

Tourist visa L is not suitable for long-term relocation: it cannot be converted into a residence permit and formally prohibits any business activity.

Residence card: how to obtain a residence permit in Shanghai

Residence Permit — this is Shanghai’s equivalent of a residence permit. The document is issued by the Exit-Entry Administration Bureau (出入境管理局, EEAB) — the principal immigration authority in Shanghai. Central office address: Pudong District, 1500 Minsheng Road. Appointments can be booked online through the official 随申办 (Sui Shen Ban) app.

**Standard document package for a work residence card:

  • International passport with a Z visa
  • Employment contract and work permit (Work Permit, issued by the employer through MHRSS)
  • Medical certificate (obtained at authorized clinics; the list is published by EEAB; cost is approximately 300–600 CNY)
  • Photographs of the required size
  • Rental agreement or address registration certificate (房屋租赁合同)
  • Registration at the local police station at your place of residence (mandatory within 24 hours of moving in)

Processing time: 7–15 working days. The residence card is issued for 1–2 years with the option to renew. Processing cost — 400 CNY per card.

A tip: registering with the police at your place of residence is a separate step that many people skip. If a landlord avoids registration (this is common in the private rental sector in Hongqiao and Changning), the EEAB is entitled to refuse to issue the card. Confirm the landlord’s willingness to register you before signing the lease.

Investor residence permit and routes for entrepreneurs

Entrepreneurs registering a legal entity in China can apply for an investor residence permit based on their ownership stake. Requirements: a registered company (WFOE, JV, or other structure), verifiable registered capital, and confirmed business activity. The investor residence card is issued for up to 3 years.

The Shanghai Free Trade Zone (Shanghai FTZ, Lingang) offers streamlined business registration procedures for foreigners — a practical tool for those seeking a neutral jurisdiction with access to Asian markets. Minimum company registration timelines in the FTZ start from 10 business days, provided documents are prepared correctly.

Document legalization and apostille for Shanghai

Legalizing documents from Russia for use in China requires extra care: China has not fully joined the Hague Apostille Convention with respect to bilateral requirements. Russian documents (diplomas, birth and marriage certificates) go through consular legalization via a chain: notary → Russian Ministry of Foreign Affairs → Chinese Consulate in Russia. This takes 2–4 weeks and costs around 5,000–10,000 rubles per document, including all fees and translation services.

A tip: document translations are accepted only from accredited agencies — the list is published by the EEAB. A translation made by your own non-accredited translator will be rejected by the EEAB without explanation.

Permanent residence in China

The Chinese ’green card’ (permanent residence) is one of the most difficult statuses in the world to obtain. Formal requirements: at least 5 years of legal residence in China on a work residence card, at least 9 months in-country per year, a strong tax contribution, a positive employer recommendation, or significant investment. In practice, approvals are rare — mostly senior executives at international companies, academics, and investors with confirmed large-scale commitments.

Common mistakes

  1. Skipping police address registration. The law requires this within 24 hours of moving in. The penalty for non-compliance is a fine of up to 2,000 CNY — and a refused residence permit application.
  2. Starting work before receiving a Work Permit. Even with a Z visa, beginning official employment before the work permit is issued is a violation — resulting in fines for both the employee and employer, and cancellation of documents.
  3. Delaying registration of a residency card. 30 days after entry is a hard deadline. Even one day over is technically an illegal stay.
  4. Submitting documents without consular legalisation. An apostille — standard across European countries — has no legal force in China. Documents presented with an apostille instead of consular legalisation are simply returned.
  5. Not verifying the landlord’s right to register tenants. Some apartments are sublet without the right to register residents — which will block your residence permit application.
  6. Changing employers without updating documents. A residence card is tied to a specific employer. Switching jobs without reissuing the Work Permit and card is a violation of immigration law.

Practical takeaway

For an employee, the optimal route is a Z visa and a work residence permit; the employer should handle the entire bureaucratic chain. An entrepreneur should consider registering a legal entity and obtaining an investor residence permit, especially if the goal is a long-term presence in the Chinese market. Legalizing Russian documents is best started 1–2 months before the move: the chain is long, and unexpected complications here are costly.
