Documents and certificates in Cancún
Getting legal status in Cancún: which documents and statuses Russian speakers need and where to begin.
Legal status in Cancún: from tourist to resident
Cancún is one of the few cities in the world where Russian citizens can arrive without a prior visa and stay up to 180 days on a tourist permit (FMM — Forma Migratoria Múltiple). This creates an illusion of ease: ’I’ll settle in first, then figure it out.’ But that is precisely where the problems begin. If you plan to live, work, open an account, or register a company — tourist status does not work. The documents question must be resolved before the first 180 days expire, not after.

Tourist entry and the real limit on your stay
Upon arrival, an immigration officer (INM — Instituto Nacional de Migración) stamps the FMM with an authorised stay — most commonly between 30 and 180 days. This is not automatically 180: the inspector decides at their discretion. Experienced expats recommend politely asking for the maximum period at entry, especially if you can show a return ticket dated later in your stay.
Extending tourist status from within the country is virtually impossible. The only practical option is a “visa run”: crossing into Belize or Cuba and returning. This is legal, but if done frequently, INM may deny entry or shorten the permitted stay. For those planning a long-term stay, Cancún documents must be arranged through a consulate or by changing status domestically through the official procedure.
Residency statuses: FM3, FM2, and what has changed
The old designations FM3 and FM2 have survived in everyday usage, but the system was officially changed in 2012. Two statuses now apply:
- Residente Temporal — temporary resident status, the successor to the FM3. Granted for 1 year, renewable for up to 4 years in total.
- Residente Permanente — permanent resident, the successor to the FM2. Granted after 4 years of temporary residency, or immediately under certain grounds (retirement income, Mexican citizen relatives, investment).
| Status | Who it suits | Timeline | Required income (2026 benchmark) | Key detail |
|---|---|---|---|---|
| Residente Temporal | Digital nomads, freelancers, families | 1–4 years | ~USD 2,000/month in account (or equivalent) | Cannot work for a Mexican employer without a separate permit |
| Residente Temporal (employment) | Employees of Mexican companies | 1 year, renewable | Employer confirmation required | Arranged through the employer, not independently |
| Residente Permanente | Long-term residents, retirees | Permanent | ~USD 3,500/month pension or capital | Right to work without restrictions |
| Visitante (tourist) | Short-term entry, trial relocation | Up to 180 days | Not required | Does not allow opening a bank account or obtaining RFC |
The application for a Cancún residence permit is submitted at the Mexican Embassy in your country of residence before entry — this is essential. Changing status from within Mexico is possible, but the process is more complex and requires a notarized document package.

RFC, bank account, and document legalisation
RFC (Registro Federal de Contribuyentes) — Mexico’s tax identification number. Without it you cannot open a bank account, sign an official lease, issue invoices to clients, or work as self-employed. An RFC can only be obtained with resident status (Residente Temporal or Permanente) or Mexican citizenship.
RFC application procedure:
- Book an appointment at a SAT (Servicio de Administración Tributaria) office — Mexico’s tax authority.
- Provide your CURP (a unique population code issued automatically when residency is processed), passport, and proof of address.
- Processing time: 1–3 business days in person, longer online.
Document legalisation in Cancún is a chapter of its own for Russian speakers. Russian documents (diplomas, marriage certificates, official statements) require an apostille and a notarised translation into Spanish. The translator must be a perito traductor — a certified translator accredited within the Mexican court system. Standard translation agencies are not suitable for official documents.
The cost of a notarized translation of one document in Cancún is from 800 to 1,500 MXN depending on the volume. An apostille is affixed in the country where the document was issued — i.e. in Russia, before departure.
Common mistakes
- Counting on an automatic 180 days. The INM officer sets the permitted stay at their own discretion. Without a return ticket and proof of funds, you may receive only 30 days.
- Changing status from inside the country without legal guidance. The document package for an in-country status change in Mexico is substantial, and a rejection due to a formal error can cost you several months.
- Trying to open an account without an RFC. Mexican banks (BBVA, Santander, Banorte) require an RFC for non-residents to open an account. Without one, the most you can access are prepaid cards such as Nu or Mercado Pago.
- Using an uncertified translator. A document not translated by a perito traductor will be rejected by INM, SAT, or a court. The money and time will be wasted.
- Ignoring residence renewal. Letting your residency status lapse — even by a few days — is recorded in the INM database and may prompt questions or a shorter permitted stay at your next entry.
- Confusing a Cancún visa with a consular visa. Visa-free entry is not the same as a work permit or residency. These are separate legal categories that do not substitute for one another.
Practical takeaway
If you’re coming to Cancún for 1–3 months as a digital nomad, tourist status is sufficient with a well-planned entry. For a horizon of 6+ months — especially if you need a Cancún visa with the right to work, open a bank account, or sign official contracts — obtaining a Residente Temporal through a Mexican consulate before departure is the most predictable route. RFC registration and legalization of Russian documents are the next mandatory steps after receiving residency.
