Documents and certificates in Valencia

Getting legal status in Valencia: which documents and statuses Russian speakers need and where to begin.

Why the type of visa determines everything

Getting legal status in Valencia doesn’t start with an apartment or a bank account — it starts with choosing the right entry basis. This is where most Russian-speaking expats make their first mistake: they arrive on a tourist Schengen visa, planning to ’figure things out on the ground,’ and then discover that without the right status they can neither officially rent an apartment, nor open a bank account, nor enroll their children in school.

Spain offers several workable pathways for long-term residence. The choice between them depends on your income source, family situation, and planning horizon — and it’s better to make that choice before buying a plane ticket.

Main visa tracks for a residence permit in Valencia

Tourist visa (Schengen) gives you 90 days out of 180 — full stop. It does not lead to a residence permit. Suitable for scouting only.

The Digital Nomad visa (visado para teletrabajadores de carácter internacional) was introduced in 2023 under the Start-Up Act. Requirements: income from a foreign employer or clients outside Spain, a confirmed contract or client portfolio of at least three months, income of no less than ~2,849 EUR/month** (200% of the minimum wage, as of 2026). Grants a 3-year residence permit with the right to renew.

Non-lucrative residence visa (visado de residencia no lucrativa) — for those living on passive income, savings, or a pension. Requires proof of sufficient funds: approximately 28,800 EUR per year for the main applicant, plus 7,200 EUR for each family member. Popular among those who earn income abroad but are not formally employed by a foreign employer.

Family reunification (reagrupación familiar) — relevant if a family member already holds a Spanish residence permit or citizenship.

Golden Visa (visado de inversor) — ABOLISHED. Law LO 1/2025 terminated the programme; the last day to apply was 3 April 2025. Buying property in Spain no longer entitles you to a residence permit. Previously issued permits remain valid and can be renewed.

NIE, padrón and TIE: three documents without which nothing works

NIE (Número de Identificación de Extranjero) is the tax identification number for foreign nationals. It is required for virtually everything: renting a flat, opening a bank account, buying a SIM with a contract, signing any agreement. It is obtained at the Oficina de Extranjería (in Valencia — on Calle Colón and in the Patraix district) or through the Spanish consulate before entering the country.

Booking an appointment at Extranjería via the Sede Electrónica website takes 2 to 8 weeks — that is the real Valencia waiting time for 2026. Book immediately after arrival or while still abroad.

Empadronamiento (padrón) — registration of your address with the Valencia municipality. Without it you cannot obtain a TIE card, register with a doctor under the SES system, or enrol children in school. To book an appointment you will need: a rental agreement (or a letter from the property owner), a passport, and a completed application. Processing time is usually 1–3 weeks.

TIE (Tarjeta de Identidad de Extranjero) — the physical residence permit card. Issued after your visa basis is approved. Renewal depends on the type:

Documents for Valencia: what to gather and in what order

Standard package for most application grounds:

  • International passport with at least 12 months until expiry
  • Apostilled documents on marital status and children’s birth certificates (apostille + certified translation into Spanish)
  • Criminal record certificate — an apostilled copy is required, issued recently (no older than 3–6 months at the time of submission)
  • Health insurance covering Spain (for no lucrativa — fully private, no deductible)
  • Bank account statements for the past 3–6 months
  • Tax returns or contracts (depending on the track)

Insider note: Spanish authorities are particular about document formatting. Translations are accepted only from jurados de traductores — certified translators accredited by the Spanish Ministry of Foreign Affairs. A translation done by an ordinary translator or a non-accredited agency will be rejected at the counter.

A second nuance that rarely gets written about: for the padrone registration, a lease alone is often not enough — if the owner has not properly registered the property in the Catastro, the municipality may refuse. Ask your landlord about the property’s registration status before signing anything.

Degree recognition in Spain: homologación or equivalencia

Valencia is a city of nomads and students, and the question of diploma recognition tends to come up most often in two situations: working in your profession or enrolling at a local university.

One thing upfront: the word ’nostrification’ does not appear in Spanish regulations. There are two distinct procedures, and the choice affects both the timeline and the outcome:

  • Homologación — applies only to regulated professions (doctor, nurse, lawyer, architect, engineer, teacher). It grants the right to practise your profession in Spain. The process is lengthy and often involves additional exams and supervised practice.
  • Declaración de equivalencia — for everyone else. It equates your degree to a Spanish level and field of study. For employers outside regulated professions and for most everyday purposes, this is sufficient.

How it works now:

  • the procedure is governed by Real Decreto 889/2022; applications are submitted entirely online via the Sede Electrónica of the Ministerio de Ciencia, Innovación y Universidades;
  • fee — tasa 790, código 107, €166.50;
  • the statutory timeframe is 6 months. In practice it takes considerably longer, especially for medical specialisations — allow a year or more;
  • diplomas and transcripts from Russia, Belarus, and Ukraine are accepted only with an apostille and a certified translation (traductor jurado).

What people worry about unnecessarily: for the Digital Nomad Visa and most residence permit categories, degree recognition is not required — a diploma is either not needed at all, or the document with an apostille is sufficient. Homologación is needed for work in a regulated profession or for enrollment in a degree programme, not for legalization.

Residence permit refusal: what to do and within what timeframe

Digital Nomad Visa refusals in Valencia are most often technical: insufficient proof of the employer’s track record, a certificate that’s older than permitted, or no confirmation of social security contributions.

Key point — deadlines are strict and run from the date of notification, not from the day you found out about the refusal. There are three options:

  1. Recurso de reposición — 1 month, submitted to the same authority that refused (Oficina de Extranjería de Valencia). It is optional (potestativo): filing it is your right, not a prerequisite for court. A response must be given within one month; silence is deemed a refusal.
  2. Recurso contencioso-administrativo — 2 months, taken directly to court (Juzgados de lo Contencioso-Administrativo de Valencia). This can be filed immediately, without first filing a reposición.
  3. Reapplying. If a refusal is purely formal — a missing document, an expired one, or a non-sworn translation — reapplying is often faster and cheaper than any appeal.

**The mistake that can sink your case: someone files a reposición, waits six months for a response, and misses the two-month window to go to court. A reposición does not extend the court deadline indefinitely — once the one-month response period expires, the countdown for contencioso begins.

If your income falls below the threshold, an appeal in court may be covered by justicia gratuita — that is a court matter, not a residence permit application. Thresholds and conditions are covered in the lawyers in Valencia section.

Common mistakes

  1. Entering on a tourist visa and planning to ’sort out your status once inside’. Most grounds for a residence permit require an application through the consulate before entry. Staying beyond 90 days without a status is an administrative offence with consequences for future applications.

  2. Notarised translation without accreditation. Only translations by a jurado de traductor are accepted. This costs 80–150 EUR per document — not a place to cut corners.

  3. Delaying your Extranjería appointment. NIE slots in Valencia are gone within hours. Many people wait until they’ve ’settled in’ — and lose 6–8 weeks in the process.

  4. Renting housing where empadronamiento is not possible. Some landlords refuse to register tenants. This is a red flag: without a padrón entry, you cannot obtain a TIE or a health card.

  5. Ignoring Valencian in official documents. Official notices from Valencia’s municipal authorities may arrive in Valenciano. Not knowing the language does not exempt you from the obligation to respond on time.

  6. Choosing the wrong insurance for a no lucrativa visa. Spanish consulates require a policy with no cap on hospitalization and no deductible. Standard travel insurance policies do not qualify.

Which track suits whom

Digital Nomad — the best fit for freelancers and remote workers with foreign clients and a stable income above the threshold. No lucrativa — for those living off capital, rental income or dividends without formally working. Family reunification — the fastest route if a partner already holds Spanish status.

In all cases, it is advisable to consult a gestora (a Spanish documentation agency) or an immigration lawyer before applying: the cost of a mistake ranges from rejection to an entry ban.
