2026 guide — life, work, housing, and residence permits in Portugal
Life in Lisbon — through the eyes of those already here
Russian speakers come to Lisbon for the quality of life, safety, and access to the EU through the D7, Digital Nomad Visa, and startup visa routes. The city is welcoming to expats and remote workers, though housing prices have risen considerably in recent years.

- Estrela / Campo de OuriqueCozy central neighborhoods, many expats

Where it’s better not to live

Questions about life in Lisbon
What is a NIF and why do you need one?
+
NIF — the Portuguese tax identification number. Without it you cannot rent housing, open a bank account, set up a phone plan, or apply for a residence permit. Obtained at the tax office (Finanças) or through a representative.
Which visa is right for relocation?
+
Remote workers can apply for the Digital Nomad Visa; those with passive income or a pension can apply for the D7. Both lead to a residence permit and, in time, to permanent residence and Portuguese citizenship.
Is knowledge of Portuguese required?
+
Many people in Lisbon speak English, and that is enough to get started. But for integration, government services, and citizenship (A2 exam), Portuguese is essential.
Is Lisbon expensive to live in?
+
Housing has gotten more expensive and is now the biggest budget item, but groceries, transport, and cafés are more affordable than in Northern Europe. A family budget starts at €2,500–3,000/month.
Is Lisbon safe?
+
Portugal is one of the safest countries in Europe. The main risk is pickpocketing in tourist areas and on tram No. 28.
