Documents and certificates in Dubai
Getting legal status in Dubai: which documents and statuses Russian speakers need and where to begin.
How the residence permit system in Dubai works: an overview
Dubai does not issue a residence permit in the sense familiar to people from the post-Soviet space — there is no open-ended residence permit, no permanent residence as a status. Instead, the entire system is built around a Residence Visa, issued for a period of 1 to 10 years and tied to a specific basis: an employer, your own company, real estate, investments, or freelancer status. That basis determines everything: the duration, the cost, the required documents, and who you can sponsor as dependants.
After receiving your residency visa, the next mandatory step is obtaining an Emirates ID (EID). This is the primary card for UAE residents: without it you cannot open a bank account, sign a rental agreement, get a postpaid SIM card, book a doctor’s appointment, or arrange insurance. The Emirates ID is the number-one document for life in Dubai.

Main routes to a Dubai visa for Russian speakers
Work visa through an employer
The most common route. An employer registered in the UAE acts as the sponsor and initiates the process. The sequence:
- Entry on a tourist visa or status visa (Entry Permit)
- Medical examination (Dubai Health Authority or equivalent)
- Biometrics and Emirates ID application
- Obtaining a resident visa — a sticker in the passport or digital format
Processing time under the standard procedure is 3–5 working weeks. The cost is fully or partially covered by the employer, though these expenses are often included in the employment contract as a refundable deposit.
Visa through your own company (Mainland or Free Zone)
If you are opening a business in the UAE, the company becomes your sponsor. The number of residence visas a company can issue depends on the type of licence and office space. In a Free Zone — typically 1–6 visas under a basic package; on the Mainland — the quota is tied to office area (roughly 1 visa per 9 sq m).
Government fee for a residency visa through a company — from 3,000 to 5,000 AED depending on the emirate and free zone type, plus mandatory health insurance from 750 AED/year (minimum basic plan).
Investor and Golden Visa
Golden Visa — 10-year residency with no employer tie. The main qualifying routes for Russian speakers in 2025–2026:
- Property worth 2,000,000 AED or more (owned outright, not mortgaged, or under certain conditions)
- Investment in a public fund or company from 2,000,000 AED
- Outstanding specialist status (doctors, scientists, engineers, software developers with verified achievements)
Golden Visa processing costs from 4,000 to 7,000 AED in government fees, excluding professional support.
Freelancer visa and Remote Work Visa
Since 2021, the UAE has issued a Freelancer Permit through a number of free zones (Dubai Media City, Dubai Internet City, Fujairah Creative City, and others). The “licence + visa” package costs from 15,000 to 22,000 AED/year depending on the free zone. This is a workable solution for digital nomads who do not want to set up a full company.
Documents for Dubai: what a Russian-speaking resident needs to prepare
The required documents vary depending on the grounds, but the core set is almost always the same:
- International passport with at least 6 months of validity remaining
- Photographs (GDRFA requirements — white background, strict specifications)
- Criminal record certificate — an apostilled copy translated into Arabic is required for a work visa and Golden Visa
- Educational diploma — required for certain professional categories (medicine, law, engineering)
- Marriage and birth certificates — for sponsoring dependants
A key detail for holders of Russian documents: all documents issued in Russia must go through apostillation in the Russian Federation, then official translation into Arabic by a sworn translator in the UAE, followed by notarisation at an authorised notary office in Dubai. This is a separate process that takes 5 to 14 days and costs 500–2,500 AED per document, depending on volume and urgency.

Document legalization in Dubai: how it works in practice
The term ’legalisation Dubai’ in search queries usually means one of three things: apostilling Russian documents, having them notarially translated in the UAE, or attesting a diploma with the KHDA (Knowledge and Human Development Authority) — required when applying for work in certain sectors or enrolling a child in school.
**Diploma attestation with KHDA takes 2 to 6 weeks and costs from 800 AED. Without it, a number of employers cannot legally hire a foreign specialist in the education or healthcare sectors.
Insider moment: notarized translations in the UAE are accepted only from sworn translators accredited by the UAE Ministry of Justice. A translation produced even by a professional agency without such accreditation will be rejected by GDRFA or an employer. Verify accreditation before placing an order.
Common mistakes
-
Arriving with notarised but non-apostilled documents. The UAE accepts either an apostille or consular legalisation — a simple notarisation issued in Russia is not sufficient.
-
Delaying the medical check after receiving your Entry Permit. The Entry Permit is valid for 60 days, and the medical examination must be completed within that window. Missing the deadline leads to fines and cancellation of the permit.
-
Overlooking the minimum UAE re-entry requirement. A residency visa is automatically cancelled if the holder stays outside the UAE for more than 6 consecutive months. The Golden Visa is an exception, with a higher threshold.
-
Sponsoring dependants without accounting for the minimum salary threshold. To sponsor a spouse and children, the sponsor’s confirmed minimum income must be at least AED 4,000/month (for some categories — AED 10,000). Many overlook this when planning.
-
Getting documents translated by non-accredited agencies. Such translations are not accepted by UAE government authorities — you’ll have wasted both money and time.
-
Treating the Emirates ID and residency visa as the same document. The EID and the visa are two separate documents with different expiry dates. If the visa is renewed, the EID must be renewed separately within the same cycle.
Who should choose what
If you are relocating for work, your employer handles the process — your job is to prepare a correct set of Russian documents with apostille in advance. If you are starting a business or working independently, the choice between Free Zone and Mainland determines both your visa type and tax implications. The Golden Visa makes sense if you hold real estate or a solid investment profile: it offers maximum independence and eliminates the risk of losing status when changing employers.
The key practical advice: don’t leave document legalisation until after you arrive. An apostille and a certified translation are the first things to set in motion — in parallel with your housing or job search.
