Banks and transfers in Dubai
Finances in Dubai: where to open an account, which banks are foreigner-friendly, and how to transfer money across borders.
Dubai’s banking system for foreigners: what to know before relocating
Opening a bank account in Dubai is not as simple as the Telegram ads suggest. Most Russian-speaking residents face rejections, frozen documents, or multi-week waits — even with a valid visa and a job. Understanding the logic of the local banking system before you move can save you at least several weeks of stress and money.

Opening an account in Dubai: basic requirements
The essential requirement for opening an account in the UAE is a valid resident visa (resident visa + Emirates ID). A tourist or someone still in the process of obtaining documents will not be able to open an account at a conventional bank. Some banks also require proof of income: an employment contract, a letter from an employer, or company documents (for entrepreneurs).
The minimum balance is one of the key parameters newcomers overlook. At most major banks it ranges from 3,000 to 25,000 AED depending on the account type. If the balance drops below the threshold, a monthly fee of 50–100 AED applies.
Account opening timeline in practice: 2–4 weeks at major banks if documents are accepted on the first submission. Sometimes up to 6 weeks when additional compliance screening is required — particularly for Russian and Belarusian nationals in 2024–2025.
Dubai banks for foreigners: a comparison of the main options
There are more than 50 banks in the UAE, but for a Russian-speaking resident the number of genuinely workable options is considerably smaller. Below is a practical comparison of the three main ones.
| Bank | Best for | Min. balance | Note |
|---|---|---|---|
| Emirates NBD | Salaried employees, corporate clients | 3,000–5,000 AED | One of the strictest compliance processes; Russians are refused more often |
| Mashreq | Freelancers, entrepreneurs, digital nomads | 0–3,000 AED (non-maintained account) | Offers Mashreq Neo — a fully digital account, opened via the app |
| ADCB | Families, salaried employees with stable income | 5,000–25,000 AED | Strong mortgage program; useful when buying property |
Insider tip: Mashreq Neo formally requires no branch visit and can be opened online — this genuinely works for a number of passports, but Russian citizens are often still called in for in-office verification. That said, the process there is noticeably faster than at Emirates NBD.
Another option gaining popularity in 2025–2026 is Wio Bank (a digital bank for businesses and freelancers) and Liv. (the youth-oriented digital bank by Emirates NBD). Both have a lower barrier to entry but offer limited functionality for business operations.

Transfers from Dubai: Wise, Payoneer, and crypto
Bank SWIFT transfers from the UAE work, but with caveats. Transfers to Russia via SWIFT have been de facto blocked or severely restricted since 2022. Transfers to Europe, the US, and Asia work normally; the bank charges 25–50 AED per transaction plus a conversion fee.
Wise — the most convenient tool for transfers in and out of AED. A Wise account can be opened without UAE residency, making it useful even before you relocate. Fee — 0.4–1.5% of the amount, noticeably cheaper than a bank’s exchange rate.
Payoneer is widely used by freelancers and those working with international platforms. It’s convenient for receiving payments from foreign companies and then transferring funds to a local account.
Crypto has de facto become an infrastructure tool for part of the Russian-speaking community in Dubai. The UAE has relatively liberal cryptocurrency regulation (VARA is the regulator in Dubai), and P2P exchange via USDT remains a practical scheme for transfers in both directions. This is not a workaround — it is part of the local financial culture.
Cards in Dubai for Russians: the most practical option to start with is a Mashreq or Liv. debit card plus a Wise card for international expenses. This covers most scenarios until your main account is fully open.
Common mistakes
- Going to the bank without your Emirates ID. A visa in your passport is not enough — you need the physical Emirates ID card. Without it, the process cannot even begin.
- Underestimating the waiting period. People plan to get their card within a week and end up waiting six weeks. This directly affects rent payments and daily expenses — cash runs out.
- Ignoring the minimum balance requirement. An account with a zero balance starts generating fees from the very first month. Some customers only find out six months later, when they discover they are in the red.
- Opening only one account. UAE banks freeze accounts for review without warning — sometimes for 2–4 weeks. Having a backup account (Wise, a second bank) is not paranoia; it is standard practice.
- Attempting a SWIFT transfer to Russia through a local bank. Banks either reject such transfers or close the account following a compliance review. This is a real risk of losing your account.
- Trusting a friend’s experience without adjusting for passport differences. What worked for a German or Indian citizen may not work for a Russian citizen — procedures differ substantially.
Practical takeaway
If you’ve just arrived — start with Wise before receiving your Emirates ID: it provides basic financial functionality from day one. Once you have your Emirates ID, apply to Mashreq (simpler and faster) or ADCB (if a mortgage matters to you). Emirates NBD is worth considering if you have a corporate agreement or a stable UAE employer — in that case, your approval odds and processing speed are significantly higher.
For regular international transfers, the combination of a local bank account + Wise + a crypto buffer remains the most reliable setup for Russian-speaking residents in 2026.
