Getting legal status in Tbilisi: which documents and statuses Russian speakers need and where to begin.

Why your legal status in Tbilisi matters more than it seems

Georgia is one of the few countries where a Russian citizen can stay 365 days a year without a visa or registration. This creates the illusion that paperwork can wait. In practice, things are more complicated: banks freeze accounts when confirmed status is lacking, a year-long rental requires legal clarity, and tax obligations arise regardless of whether you hold a residence permit. Understanding the logic of legalisation in Tbilisi means laying the foundation on which everything else rests.

Visa-free entry: what 365 days actually gives you

Russian citizens enter Georgia on a foreign passport without a visa. The permitted stay is 1 year (365 days) with no need to leave and re-enter. This is not a tourist visa or a stamp — the border simply records your entry date and the countdown runs automatically.

An important nuance that is not always understood: after 365 days you will need to leave the country. Formally, crossing the border and returning is sufficient — for example, a trip to Armenia or Azerbaijan. However, in recent years Georgia’s border service has paid closer attention to repeated entries and exits with minimal time in between. If you live in Tbilisi on a permanent basis, it makes sense to consider a residence permit rather than relying on border runs.

Separately: Russian citizens holding only a domestic passport (without a foreign passport) cannot enter. A foreign passport is mandatory.

Residence permits in Tbilisi: grounds, costs, timelines

**A residence permit (ВНЖ) is processed through the House of Justice (სახლი იუსტიციის) — a multifunctional government service centre. Branches can be found in every major district of Tbilisi, though for matters involving foreigners the central offices are more convenient — on Agmashenebeli Avenue or in Vera.

The application processing fee is from 210 GEL. Processing time is 30 business days. An expedited procedure (5–10 days) costs more — typically 400–500 GEL.

Grounds for obtaining a residence permit

Personal Number: the first step for everyone

Before opening a business, a bank account, or applying for a residence permit, you must obtain a Personal Number — Georgia’s individual TIN. It is free and issued on the same day at any Justice House. All you need is your passport. Without a Personal Number you cannot register a sole proprietorship, sign most official contracts, or open an account at many banks.

Insider insight: many people arrive at the House of Justice unprepared and lose a full day in the queue. Booking through the MyGov app or at ’moj.gov.ge’ cuts the wait from several hours down to 15–20 minutes. The app is available in Russian.

Documents for a residence permit: what to collect in practice

The documents required depend on the grounds, but the core set looks like this:

  • Valid international passport + notarized translation into Georgian
  • Photographs (biometric standard)
  • Supporting document: employment contract / company registry extract / property purchase agreement / bank statement
  • Proof of residential address in Georgia (lease agreement or a statement from the property owner)
  • State fee payment receipt

Translations into Georgian are done by certified translators — in Tbilisi this takes 1–2 days and costs 30–80 GEL per document depending on volume. Notarization is an additional 15–30 GEL per document.

Insider insight: a rental agreement with a Georgian private landlord is often unregistered, and the House of Justice may not accept it as proof of address. A notarised contract or a certificate from a real estate agency is more reliable. Clarify this before submitting your application — otherwise you will have to return with a repackaged set of documents.

Common mistakes

  1. Counting on a «never-ending» visa-free stay. Formally, 365 days exist, but banks, landlords and tax authorities treat a status without a residence permit as temporary. This creates practical limitations long before the year runs out.

  2. Not getting a Personal Number on your first visit to the House of Justice. Many people put it off — and then lose weeks when they urgently need to open a bank account or register as a sole trader.

  3. Choosing a residence permit basis that looks good ’on paper’ rather than reflecting your actual situation. Setting up a fictitious employment contract or a ’dormant’ company is a common scheme that secures a residence permit but blocks normal banking: Georgian banks verify that your activities are genuine.

  4. Underestimating cadastral value for an investment residence permit. An apartment priced at $150,000 USD on the market may carry a cadastral valuation of only 40,000–60,000 GEL — falling short of the ~$100,000 USD threshold. Always verify the cadastral value before signing.

  5. Ignoring tax registration. A residence permit and tax registration are two separate procedures. Once you have obtained a residence permit as a sole proprietor, you must also register separately with the Georgian Revenue Service and file returns on time.

  6. Bringing untranslated documents to the Justice House. Even Russian documents that seem self-evident to an inspector officially require a notarized translation into Georgian. Without one, your application will not be accepted — a wasted trip and a lost place in the queue.

Who should choose what

If you have just arrived and have not yet decided on your plans — get your Personal Number on the very first day and use the visa-free year to make decisions at your own pace. If you plan to work as a sole trader or open a company, a business-based residence permit is the logical next step: it unlocks proper banking access and removes friction when renting long-term. Investors with capital from 100,000 USD should verify the cadastral value of a property in advance — this can save several months of re-registration. Documentation and legalisation in Tbilisi are more straightforward than in most European countries, but they require an understanding of local logic rather than a mechanical transfer of experience from Russia or Europe.
