Lawyers in Istanbul

When you need a lawyer (avukat) in Istanbul

Turkey is one of the few places where Russian speakers can currently move with relative ease, buy property, and open a bank account. But that easy entry creates complacency: the most common losses happen in tapu transactions and residence permit (ikamet) procedures. A lawyer (avukat) is needed for: property purchase and citizenship by investment, residence permits, transactions, and disputes.

Typical rates: lawyer in Istanbul — $100–250/hr; transaction support available as a fixed-fee package, with rates benchmarked against İstanbul Barosu guidelines. General questions are answered free of charge, and a specialist will personally review your case.

What matters specifically for Russian speakers from the CIS

Turkey is welcoming toward money and passports from CIS countries, but it has its own pitfalls:

  • Money and origin of funds. Turkish banks are more lenient toward funds from Russia, but for a large transaction they will still ask about the source. SWIFT works selectively — USDT, Turkish accounts and international transfers are used instead.
  • **An appraisal (ekspertiz) is mandatory. Any real estate transaction involving a foreigner requires a formal valuation report — it protects against inflated prices, a scheme commonly used with buyers from CIS countries.
  • CIS documents. For tapu, residence permits, and marriage, documents from Russia, Belarus, and Ukraine require an apostille and notarized translation (yeminli tercüman) — can be arranged remotely.
  • Residence permits and ’closed’ districts. Many Istanbul districts are closed to new ikamet registrations — a lawyer can advise where registration is actually possible and identify the right grounds, including citizenship by investment.

Real estate and citizenship by investment

  • purchase is completed through the tapu (title deed) at the Tapu Müdürlüğü; property valuation (ekspertiz) and earthquake insurance DASK are mandatory;
  • **citizenship by investment — real estate from $400,000 (held for 3 years) or a deposit from $500,000;
  • verify the absence of debts and encumbrances, confirm the true owner, and check that the stated floor area is accurate.

Residence permit (ikamet), transactions and disputes

  • short-term (tourist) ikamet permits are harder to obtain, and many districts are closed to new applicants;
  • alternatives — residence permit based on property ownership, employment, or study;
  • the attorney handles renewals, appeals against refusals and deportation orders (often resolved in the client’s favour).

How much it costs and how to choose

  • hourly rate — $100–250; verify the lawyer’s registration with İstanbul Barosu;
  • hire a Russian-speaking avukat with hands-on experience working with foreigners and tapu transactions;
  • never transfer money to the seller or intermediary without independent verification;
  • agree on services and fees in advance.
