Getting legal status in Istanbul: which documents and statuses Russian speakers need and where to begin.

How to get a residence permit in Istanbul: a complete document guide for Russian speakers

Since 2022, Istanbul has become the largest transit hub for Russian speakers — but more and more people are staying not for a month but for years. The key question that arises right after renting a flat is how to regularise your status. The 60-day visa-free regime for Russian nationals creates a sense of comfortable breathing room, but 60 days pass quickly, and the exit-and-entry strategy (the so-called ’visa run’) is becoming an increasingly risky approach — border officers track patterns, and refusals are no longer rare.

Getting legal status in Istanbul starts with one word: ikamet — the residence permit. It’s your entry point into the Turkish system: without it, you can’t open a proper bank account, sign a long-term rental contract through an agency, enroll your child in school, or access a range of other services.

Types of residence permit in Istanbul: which one is right for you

Russian speakers in Istanbul typically apply for three main types of ikamet:

Tourist residence permit (Turistik ikamet) — the most common option. Issued for 1–2 years, renewable. Formally requires demonstrating sufficient funds (a rough benchmark of around $500–600 USD per month in your account or a bank statement). Does not grant the right to work. Since 2022–2023 the authorities have imposed restrictions by district: in several Istanbul neighbourhoods (Esenyurt, Başakşehir, Küçükçekmece, and others with a high proportion of foreigners) the tourist residence permit is de facto not issued — an insider fact that is not officially documented anywhere but effectively blocks applications.

Residence permit via property — renting or owning property outside a ’closed’ district is the basic argument in favour of an application. Property owners with assets of 400,000 USD or more may qualify directly for citizenship.

A work-based residence permit requires either an employment contract with a Turkish company or registration of your own legal entity in Turkey. For freelancers and digital nomads, this is a separate path with more complex documentation.

Documents for a residence permit in Istanbul: what to gather

Standard package for a tourist ikamet:

  • Valid international passport + copies of all pages
  • 4 biometric photos (recent, white background)
  • Rental agreement (notarised or with the landlord’s notarised signature)
  • Bank account statement or proof of income
  • Health insurance policy valid for the entire duration of the residence permit (Turkish insurer or an international policy with coverage in Turkey)
  • Completed online application via the portal e-ikamet.goc.gov.tr
  • Government fee payment (card fee + ikamet card cost — roughly 1,500–2,500 TRY in total, depending on the term and year)

Foreign documents (such as a marriage certificate or diplomas) require an apostille and a sworn translation into Turkish. The apostille is obtained through the Ministry of Justice of the country that issued the document. In Istanbul, translations are done by yeminli tercüman — sworn translators accredited by the Turkish notary system. An ordinary translator off the street will not do for official documents.

Notaries and translators: how it works in Istanbul

Turkish notarization (noter) is an entirely separate system that does not follow the Russian logic. A notary here does not translate or directly certify foreign documents: they certify the signature of a yeminli tercüman — a sworn translator who bears legal responsibility for the translation. This tandem is required for any legalization of Istanbul documents / foreign papers submitted to Turkish government agencies.

The cost of a sworn translation of one page is 300–800 TRY, depending on the language and urgency. Notarisation is an additional 200–400 TRY per document. Allow 2–5 working days for the full process.

Insider tip: Russian-speaking translators with Turkish accreditation do exist, and the best place to find them is through expat communities — it saves time explaining the nuances of Russian documents (for example, Turkish authorities treat notarised copies from the MFC quite differently from apostilled originals).

Common mistakes

  1. Registering an address in a «closed» district. People rent a flat in Esenyurt or Küçükçekmece without knowing about the restrictions — and receive a rejection for a residence permit. Check the district’s status before signing the lease.
  2. Using a regular translator instead of a yeminli tercüman. A translation without accreditation is not accepted by a notary or government bodies — money and time wasted.
  3. An insurance policy with exclusions. Cheap travel policies often exclude pre-existing conditions or have a daily payout cap — and such a policy will be rejected during an ikamet check.
  4. Documents without an apostille. Russian documents — certificates, diplomas, official records — are legally invisible to Turkish authorities without an apostille. Arrange it in advance; in Russia, the process takes anywhere from a few days to several weeks.
  5. Submitting an application after the visa expires. You must apply for a residence permit before the visa-free period ends (60 days). Overstaying means a fine and risk of deportation — not just a bureaucratic note on your record.
  6. Signing a lease with someone other than the property owner. If the agreement is signed with a subtenant without notarized authorization, a Turkish notary and the immigration authority will not accept the document.

Who should choose what

For most Russian speakers in Istanbul, the best starting point is a tourist residence permit, provided the apartment is rented in an eligible district. This gives you legal status for 1–2 years, time to figure out your next steps, and access to basic infrastructure. If you plan to work or start a business, look into a work permit or company registration in parallel — don’t put that off beyond the first year.

Documents for a residence permit in Istanbul form a system where each element depends on the previous one. It’s best navigated with someone who has already been through it.
